My brother wants to be a car designer. Is this a realistic goal and what is the best way for him to take?

Since it was a small child he was a fanatic of cars. Now he wants to become a car designer. It seems to me that this is not a realistic goal because it does not have family ties, wealth, etc. My brother has a passion for it though. It is a very good artist and his favorite thing to draw is the cars, He has been drawing cars since he was about 4 years. He goes to high school that focuses on art and has a major in visual arts. It is good in math and science. So which way should it take after high school whether there will be a car designer? Should it obtain a degree in mechanical engineering mean? Is there somewhere a major car designer?
